Some findings: When standing still/sitting/lying down, heart rate is dead accurate, down to a sampling window difference (i.e., if I'm sitting and then getting up, the watch takes longer to "catch up" to a standing rate than the strap, but it does catch up within maybe 30 seconds, and is accurate to within 1-2 bpm after that).
Chest strap will always be the most accurate, as it is a direct measure of heart rate. It is measuring the R-R interval (time between electrical impulses of the heart) and calculating the HR from that. The watches and arm bands are all measuring pulse via blood flow and (as you point out) that is extremely variable.

Optical HR monitors, but easily circumvented, search this forum for a couple of threads on that. Garmin watches are no worse than others in that respect, and while newer sensors are generally a bit more accurate, it doesn't make a huge difference. Polar watches have the best OHR sensors in my view; but again, most people would not notice.
