If you look to improve game experience but to keep original grim NY atmosphere you should definitely use GTA IV Vanilla Fixes mod and Console Visuals - The Complete Edition mod and GTA IV fusion fix . No need to downgrade. Also enable MSAA in DXVK. In commandline.txt in game root enable these options:

If you get stuttering that you don't normally get, get a copy of dxvk.conf from the github repo, change the maxframelatency settings I listed above, and uncomment the two lines (remove the # marks). I just got gta 4 complete edition with episodes from liberty city from steam and tried to install the icenhancer which just made the game not start. Tried downgrading it and it just made the game crash at the starting screen Spent like 12 hours trying to make this bs work.
i have a solution, delete your gta iv and reinstall, worked for me. 3.0 is jusjnk, 2.1 works just fine. if I want GTA V like graphics, I will buy GTA V, (Update) already did, so when the gta iv conversion happens in gta v, ill be set. thanks guys. If I use the d3d9.dll from the 64 bit folder the game launches but Vulkan doesn't work as it needs the 32 bit one as GTA IV is 32 bit. I tried to reinstall my drivers, install directx again, update graphics drivers, but nothing. If I use an ENB d3d9.dll it works. It loads the ENB.
